Hydropower Opposition Slows Project Approvals

Opposition from NIMBY-type (not in my backyard) groups continue to slow down development of hydropower projects. Although hydropower plants are a source of complete renewable energy, employ around 300,000 workers in the United States, and are responsible for about 7% of total United States electricity, further hydropower development continues to be faced with resistance.

In Aspen, Colorado, debates about a hydropower project have divided the town for the past 6 years, with voters narrowly rejecting the most recent proposal by less than 150 votes last November. Even though the dam would help Aspen towards its goal of becoming a completely renewable energy-run town, locals are concerned about the ecological impact a hydroelectricity plant may have on the impacted region and are unsure of what the pros and cons of the project are. This problem is not just apparent in the United States though, but around the world as well.

According to the International Energy Agency (IEA), hydropower is the world’s largest renewable energy source, yet it is still faced with opposition from around the globe as it struggles to take off in some countries. In India, although the country has the capacity to produce over 148 gigawatts (gw) of energy from its rivers, it only produces 39 gw because of the small environmental issues opposition brings up. For example, the Shree Maheshwar Hydel Power Corporation project located in northeast India can produce 400 megawatts (mw) at mass capacity, yet the project has been delayed for almost two decades due to resistance from various groups. Such resistance only hurts the future of hydropower because banks and investors are hesitant to give money to projects that are not sure of being complete. As more projects continue to be proposed though and the benefits of hydropower are further explained to the public, the hydropower industry continues to slowly garner support.

The most recent organization to alter its stance on hydropower is the World Bank.  The organization sees hydropower as a key clean source of electricity for countries that have little power, such as places in Africa or Asia. It also sees hydropower as a potential tool to reduce the economic gap between developing and industrialized nations while creating as little carbon emissions as possible. The World Bank is even already targeting projects they want to support, such as the construction and rehabilitation of several dams in the Congo River. Changes are coming from other places too. In the United States, there are several bills in Congress that would help streamline the approval and development process of small hydropower projects to just two years. Improvements such as these can only continue to help fight NIMBY-type movements and move forward towards a cleaner and more self-sustaining planet.

Although these recent events have provided great progress towards the future of hydropower development around the world, it is important for companies to remember other things they can do to move their project forward.

  • Educate first, then you can identify. Don’t try to identify supporters of your project until after a fair amount of education. For one, you will have a lot more supporters if you disseminate facts for the project first, thus maximizing your spending.
  • Identify supporters and code them into a database. Whether it is through direct mail, radio, phone calls or e-mail, having lists of supporters or undecided residents lying around on paper doesn’t do your campaign any good. Also, by getting your supporters into a database, you can then separate them by town, county and legislative district for effective grassroots lobbying.
  • Do not focus just on third-party groups for support. Third-party groups are critical for your efforts, but sometimes a few dozen “regular citizens” showing up to hearings and meetings can do your project a lot of good.
  • Do not rely just on e-mail. Believe it or not, a fair percentage of people are still not on the Internet. Many of these are of an older demographic, who are often more pro-development than not. Running ads with a website to contact is great, but always throw a toll-free number in there for non-Internet users to contact you.
  • Use social media. Social media is one of the best ways to begin an educational PR campaign. Various social websites such as Facebook, Twitter, LinkedIn and others provide an excellent two-way channel of communication. Not only can such media outlets educate audiences, they also give the public a chance to respond, comment and ask questions. The ability to receive instant feedback is a serious advantage of a social media campaign. Communicating the goals of renewable energy in basic terms will help you bridge that gap with the public.

Following these steps can go a long way in streamlining the process of successfully implementing your project. Remember, it is always important to stay a step ahead in the game. Everyone is going to run into problems proposing hydropower energy in a community. If you are well prepared though, your project will only experience minor bumps along the way.

  1. Dams are generally a bad idea unless downstream is uninhabited. Run of river/stream energy gen is the logical way to deal with hydro electricity generation. Niagara Falls is a great example where hydro-electric power can be manageable both environmentally and socially.
    Long term, dams require much more maintenance than a run of river hydro station would require.
