NORESCO, a company that provides energy efficiency and infrastructure solutions to existing facilities, is implement $97 million in building system upgrades at the VA Great Lakes Health Care System, part of the US Department of Veterans Affairs. Also known as Veterans Integrated Service Network (VISN) 12, the health care system provides services to more than 700,000 veterans in Illinois, Wisconsin, Michigan’s Upper Peninsula and Northwest Indiana.
The guaranteed energy savings performance contract (ESPC) includes energy and water efficiency and facility improvements at six sites. According to NORESCO, this ESPC project will help the VA make progress toward meeting energy and water reduction goals, 16% and 28%, respectively, resulting in more than $156 million in cost savings that will be achieved over the course of the contract, with no upfront capital investment by the US government.
“At NORESCO, we focus on veteran patient care, families and healthcare staff, and this ESPC — with essential upgrades and cost savings — will improve our veterans’ experience,” Natasha Shah, vice president, NORESCO told Energy Manager Today. “For example, at the Hines VA Medical Center, NORESCO will install a new chiller plant, removing a temporary plant that, with the associated maintenance, was costly. This will save funds and free up needed parking space, making trips to the center more convenient and, we hope, more pleasant.”
Infrastructure improvements that will be accomplished at VISN 12 under this project include:
- A new chiller plant
- Upgrades to building automation systems
- Ventilation and air conditioning system improvements
- A comprehensive steam trap maintenance program
- Lighting and domestic water system improvements
The ESPC project will also eliminate the introduction of more than 65 million pounds of emissions into the atmosphere annually, equivalent to removing 6,722 cars from the road.
