  1. Modernizing infrastructure
  2. 21st century workforce
  3. Energy diplomacy for a changing world
  4. Efficiency and accountability

According to The Hill, Rep. Fred Upton and Rep. Ed Whitfield stated, “By modernizing our infrastructure, empowering a 21st century energy workforce, strengthening our energy diplomacy, and promoting more efficiency and accountability, we can lay the foundation for a forward-looking national energy strategy that truly embraces our energy abundance and its boundless benefits.” Other Representatives promoting the bill emphasized the importance of job creation, cost reduction, and environmental performance in crafting this policy.
